If the return is filed by April 15th, you still have to file the refund claim by April 15 three years later to refund withholding/estimates. If you file after that date, you are limited to a two-year lookback period.

For example a 2018 form 1040 filed 10/1/19 whose 3 year period to claim refund expired 10/1/22 does the Hurricane Ian relief for Florida taxpayers extend the deadline to 2/15/23 to be able to file an amended 2018 1040 to claim refund?
You have to check the relief offered to Hurricane Ian victims, but likely yes, if the RSED falls in the postponement period, it is postponed to the end date of the period.

Just to be clear, if the 2019 not filed until April 15, 2023, they may not receive a full refund. Correct?
